Hoài An Phạm, MPH

Social Media & Communications Manager

Hoài An Phạm is an organizer from Ann Arbor, MI, where she was born and raised by a single mother as a first-generation Vietnamese American. At BCE, she leads our online presence and organizational communications, including social media. A disabled abolitionist, Hoai An has organized for a decade with movements like Free Ashley Now and Tashiena’s Freedom Team, working across immigration, labor, climate, prison abolition, and racial justice—always with a focus on building long-term, welcoming community.

She is especially committed to public health as a pathway toward abolitionist, community-led models of care-based safety and violence prevention across all stages of life.

Hoai An earned her B.A. from the University of Michigan in Social Theory and Practice, with minors in Community Action and Social Change (Social Work) and Music. In 2024, she received her Master’s in Health and Social Behavior from the Harvard T.H. Chan School of Public Health.
